I have examined the accompanying Ordinance, entitled

An Ordinance to amend The Stan, Ordinance 1901 as

amended by The Stup (Amendment) Ordinance 1902

and I am

of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions

The object of this Ordinance is to increase for purposes of

and revenue the duy in respect of receipts for payment of money, to impose higher duties on the estate and effects of deceased

persons.
